Yes. Antelope Canyon is entirely within the Navajo Nation and has been a Navajo Tribal Park for decades, and unaccompanied entry is not permitted. Every visitor — Upper or Lower — must be with an authorized Navajo guide, and access is only ever sold as part of a guided tour.

Why the canyon is managed this way

Beyond being sovereign Navajo land, the slot canyon is a genuinely hazardous environment — narrow, prone to sudden flash floods, and easily damaged by foot traffic.
